UGC pay scale row! Maintain status quo as per HC order, Higher education department directs KSOU

Mysuru: Department of higher education has warned Karnataka State Open University (KSOU) to maintain status quo with regard to providing UGC pay scale for temporary workers till the High Court decision regarding the issue.

In a latest directions from the office of additional chief secretary to the government to the registrar, KSOU dated September 20, it has been stated that ” It would amount to contempt of court” if the status quo is not followed.

It has been reminded in the letter that there are several cases before the High Court over regularising the services of temporary teaching faculty and fixing them UGC pay scale.

However, when we sought the reasons not to vacate the stay order, there has been no adequate reply from your end for the letters of the government dated April 22 and July 3.

Along with this, 22 staff who have been regularised are not liable for UGC pay scale. But still, they have been extended the benefit under UGC pay scale causing a loss of Rs 4.69 crore to the exchequer, according to the audit objection.

According to a source in KSOU “the authorities including board of management (BOM) is keen on extending all the benefits including seventh pay scale and guideship.”

In the 54th special BOM meeting it has been decided to extend all the benefits. Hence, the Higher education department has warned the university authorities, sources added.
